High Council for Civil Security

In accordance with Article 103 of the amended Law of 27 March 2018 on the organisation of civil security, the minister establishes a High Council for Civil Security, tasked to formulate opinions on all issues related to civil security matters.

The High Council may submit on its own initiative suggestions to the Minister regarding the organisation and the appropriate and efficient implementation of emergency services.

The High Council for Civil Security is composed of fifteen members, appointed by the minister responsible for civil security, and chosen based on their competence and experience in the field of civil security, rescue of people, emergency medical assistance, fire prevention and firefighting, or emergency planning and rescue operations.

The members of the High Council for Civil Security are:

Ms Béatrice Abondio, First Government Advisor at the Ministry of Internal Security;
Mr Alain Becker, First Government Advisor at the Ministry of Home Affairs;
Dr Jean Bisdorff, former doctor of the emergency medical service (SAMU);
Ms Daniela Collas, nurse in anesthesia and resuscitation, and head of department at the Centre Hospitalier de Luxembourg (CHL);
Ms Marianne Donven, expert in humanitarian assistance (emergency.lu);
Mr Yves Elsen, Director General of HITEC Luxembourg;
Mr Luc Feller, High Commissioner for National Protection;
Mr Pol Henrotte, Deputy Government Advisor at the Ministry of Home Affairs and coordinator of the national platform for disaster risk reduction;
Professor Gilbert Massard, Director of Medical Education at the University of Luxembourg;
10° Mr Gast Molling, former head of a firefighting center;
11° Ms Aline Muller, General Director of the Luxembourg Institute of Socio-Economic Research (LISER);
12° Ms Martina Reckwerth, Air Navigation Administration, Head of the Meteorological Department (MeteoLux);
13° Ms Jennifer Saffran, pharmacist;
14° Mr Paul Schroeder, General Director of the Grand-Ducal Fire and Rescue Service;
15° Mr Charles Zanter, former deputy zone chief of the northern rescue zone.

 

Mr Alain Becker, First Government Advisor at the Ministry of Home Affairs, holds the presidency of the High Council for Civil Security while Mr Daniel Schmitz, official of the Ministry of Home Affairs, holds the role of the secretary.
