Department of local affairs
The Department of local affairs is in general responsible for the relations between central and local authorities especially concerning local affairs. This Department in in charge of the administrative supervision of local communities, i. e. municipalities, associations of municipalities and local public bodies which are placed under the supervision of municipalities.
The Department of local affairs cares especially about following matters:
- Local regulations;
- Properties transaction;
- Plans and building or construction estimates;
- Public procurement;
- Local public servants and examination.
The Department is also responsible for the issuing of priority and/or disability cards for public transport.
Department of local finance
The department of local finance is generally responsible for monitoring and developing the finances of the municipal sector. Thus, it reviews the budgets of local entities, which are subject to final approval by the Minister of the Interior, and deals with matters relating to local taxes, levies and fees, as well as loans.
Furthermore, the department monitors the development of unallocated income, consisting of revenues of trade tax , property tax and the transfer of income from the General Fund of Municipalities , and is in charge of the transfer of grants to local authorities for basic local infrastructures such as schools, town halls and technical halls.
Department of municipal planning and urban development
The Department of municipal planning and urban development deals with the relations between the State and the municipalities with regard to the organization of the municipal territory and the organization of demographic, ecological, economic, social, cultural, financial and spatial resources of the municipalities.
The Department assists the Minister in his capacity as supervisory authority for municipal planning and urban development, which consists in particular of approving development plans and the general coordination of municipal action within the framework of municipal planning.
Department of Civil Security
The department of Civil Security is in charge of coordinating the rescue services at a ministerial level. To do so, the department works very closely with the Luxembourg Fire and Rescue Corps, in French "Corps grand-ducal d'incendie et de secours (CGDIS)", which is established by the law of the 27th of March 2018 organizing the Civil Security. The CGDIS, which is under the supervision of the Minister in charge of the rescue services, is competent for the operational and territorial management and organisation of the rescue services at a national level.
Local government Audit Department
The Local government Audit Department is responsible for auditing the financial statements and the accountability of local communities, i. e. municipalities, associations of municipalities and local public bodies which are placed under the supervision of municipalities.
Pursuant to article 147 of the amended communal law of 13th December 1988, these audits include in-year accountability controls in order to verify periodically and thoroughly the cash situation, the bank deposits and the accountability of the local government sector.
Department of legal advice for local governments
The Department of legal advice for local governments is mainly responsible for providing legal advice to local authorities and other local public bodies in their various tasks.
In addition, the Department is in charge of legislative and regulatory work in the local sector.
